The United Kingdom and France Plan to Send Military Personnel to the Country in the event that a Ceasefire Accord is Reached

The London and Paris have inked a declaration of intent concerning the stationing of military forces in the nation in the event a ceasefire be made with Russia, the UK Prime Minister, Keir Starmer, has stated.

After negotiations with Kyiv's partners in Paris, he noted that the allies would "establish operational bases throughout Ukraine and erect fortified structures for weapons and defense matériel" to prevent any future invasion.

The partner countries also proposed that the United States would take the lead in verifying a ceasefire.

Moscow has on multiple occasions cautioned that any foreign troops in Ukraine would be considered a "acceptable aim", but has not yet issued a statement on this recent declaration.

The Situation and Continuing War

Russian President Vladimir Putin began a comprehensive attack of Ukraine in the start of last year, and Russian forces presently occupies roughly 20% of the country's land.

"This represents an essential component of our commitment to support Ukraine for the duration," commented Starmer.

Heads of state and high-ranking officials from the "Coalition of the Willing" were involved in the recent discussions.

Addressing reporters at a combined announcement, Starmer added: "It creates the pathway for the operational parameters under which allied and coalition forces could operate on Ukrainian soil, defending Ukraine's air and maritime domains, and rebuilding Ukraine's armed forces for the future."

The British leader also stated that the UK would participate in any Washington-directed confirmation of a possible truce.

Security Guarantees and Negotiation Stances

Senior Washington representative Steve Witkoff stated that "long-term safety pledges and strong reconstruction vows are essential to a permanent resolution" in Ukraine – mentioning a central condition made by Kyiv.

The negotiator indicated the coalition had "largely finished" their work on agreeing such guarantees "to ensure the citizens of Ukraine know that when this conflict ends, it ends for good."

Jared Kushner, ex-President Donald Trump's special envoy, also took part in the negotiations.

Meanwhile, French President Emmanuel Macron said that Ukraine's allies had made "considerable progress" at the meeting.

He added that "robust" defense assurances for Kyiv had been agreed in the instance of a prospective ceasefire.

Ukraine's leader Volodymyr Zelensky stated that a "huge development" had been made in Paris, but added that he would only deem efforts to be "adequate" if they led to the conclusion of the war.

Earlier, Zelensky said a settlement was "largely prepared". Settling the last 10% would "shape the fate of the peace, the future of Ukraine and Europe".

Remaining Challenges

  • Sovereign soil and defense assurances have been at the heart of key disagreements for diplomats.
  • The Russian President has repeatedly warned that Kyiv's military must retreat from the entirety of Ukraine's eastern Donbas region or Russia will take control, refusing any compromise over how to finish the war.
  • Kyiv has to date rejected surrendering any territory, but has suggested that Ukraine could pull back its troops to an agreed point – but only if Russia reciprocates.

Moscow currently occupies about 75% of the Donetsk oblast and some 99% of the bordering Luhansk. The areas form the area of the Donbas.

The original US-led multi-point framework that was widely leaked to the media last year was viewed by Kyiv and its partners in Europe as being disproportionately favorable in Russia's favor.

This led to weeks of intensive negotiations – with Ukraine, the US and European leaders trying to revise the proposal.

Recently, The Ukrainian government submitted the US an updated proposal – as well as distinct documents describing prospective defense assurances and plans for Ukraine's rebuilding, Zelensky stated.
